6. Risk Constitution Acceptance
Members formally acknowledge risk, governance standards, and operational responsibility.
7. Portal Access & Orientation
Access is granted only after onboarding is complete. Members enter the orientation program.
8. Program Entry
Members transition into academic training and operator development.
